You don’t NEED an Uber if you’re below 60th Street. The entire MTA is focused to serve lower Manhattan. You can’t walk two blocks without running into a subway, and there are buses everywhere.

Make them pay to be there.

Using what at least two others major cities do as a foundation, you can limit the number of free trips into downtown each week, and then charge for the remainder.

License plate scanners can do that.

You can reduce driving demand more than simply charging money.

You can create limitations by license plate. You can restrict access to various streets. You can remove street parking.

There are many ways :)

Studies have showed the ONLY increase to downtown traffic in the last three decades are ride-hail. Yet, instead of tolling the ride-hail in a part of the city that already has the most mass transit options than anywhere in the world, they get a reduced fare carve-out.

That’s a huge crock of shit. If you want to reduce traffic, there are many ways to do it besides gouging the public.

It’s a cash grab, pure and simple. When Hochul delayed the plan, the MTA wasn’t worried about how much traffic was downtown, they whined because they weren’t getting $$$.
