I assume he touches himself to the thought of sending in troops, but has the hubris to believe none of them would be killed and there would never be any consequences for his crimes.

Please include the name Dorie Miller, a Black mess attendant second class with no formal training, who shot down at least one--and probably more--enemy planes, and rescued comrades from fires below decks. He was the first Black to win the Navy Cross and was recommended for the Medal of Honor.
