That's unfortunately in itself not a panaceum either, at least not without entrenched clauses / militant democracy techniques like Germany's eternity clause blocking outright regime change. Here's an interesting viewpoint on the topic:
A concept I've been meaning to float to make sense of what's happened to the US Constitution is an idea from the British constitutional tradition: "implied repeal."

It's useful because it helps us to understand that Article I, & much else of the US Constitution, has been implicitly repealed.

There's a significant difference, though: Noriega was not head of state; of course he was the de facto ruler, but he was not the *de jure* ruler. Maduro *was* the de jure head of state. This distinction seems quite pertinent if they're going to try invoking legal precedent.
