I’m only Internet search lawyering this now but seems the four-year catch-all applies to all civil actions arising under laws passed after the catch-all was passed in 1990…

Just this week SCOTUS reinforced our longtime understanding of ex post facto laws, and even Thomas and Gorsuch’s more expansive EPF definition still wouldn’t prohibit making a codified Bivens retroactive

Ex post facto laws must be criminal in nature, and this codifies a civil remedy.

True story: my good friend turned 21 on the Vet’s last dollar dog night. We spray painted a sheet with the numbers 1-21 and TURNING 21 ON DOLLAR DOG NIGHT SUCKS and hung up the banner in the 700 level and he puked twice just to get to 8 but at least John Kruk applauded the effort from the booth
