Also, the BOP's 2024 budget was $9B. That sounds like a lot, but the entire federal discretionary budget was $1.8T, and the non-defense part was $960B.
So < 1% of non-defense discretionary, < 0.5% of all discretionary. There's room to avoid this. There's no crowding out here.
