There were two parts to the data, first language and fluent use of the language. I don't know if they used the correct numbers of course.

The Scottish budget is calculated on the basis of how much income tax Scotland would have paid to the UK treasury if the UK tax rates had been applied. Our tax covers the same UK expenditure as tax paid in England in matters which are not devolved like defence, most benefits etc.
