USSR strived for excellence in science, but subjected that—like all else—to constraints of Soviet dogma and practices (sorta works when aiming for Olympic gold, not Nobels). Present-day USA not aiming for any sci/tech achievements. Seeking to become the worst kind of petrocracy.
