In 2025, arrivals in Europe fell overall, though trends vary by route. Much of this reduction was due to a fall of 62% in 2025 along the Atlantic route to the Canary Islands compared to the previous year. On the Western Mediterranean route, the total in 2025 (19447) was 11% higher than in 2024.

19% say they use smugglers as a way of protection, but 21% also identified smugglers as perpetrators.

Refugees & migrants travelling with smugglers face greater risks: Physical violence is 2x more common among smuggler-users. Some abuse is by smugglers: 21% of refugees & migrants identify smugglers as perpetrators.

Where I disagree with the report is smugglers being only small actors; this is the case in some geographies, but when talking about transcontinental trips, the smuggling ecosystem is larger, though they are loosely organised groups. -Matt Herbert
