Even Medicare, our national health program for seniors, outlines a few rules for providing services under their system but relies on the states to license providers.

Physicians are treated the same, for example, and lawyers. They are licensed and regulated by the states they work in, with ethics and standards generally written by their national professional organizations.

States will cite the NASW ethics, and each state has laws and regulations covering SW conduct in general or in specific settings. The big difference is SW, like most professions, is not regulated nationally because of the US' general political philosophy that states get to govern themselves.

Basically. We are licensed by our states and have to pass an exam, be supervised, agree to uphold ethics, and take continuing ed to renew our licenses.
