Acho que uma coisa não elimina a outra. Bibliotecas públicas são importantes, mas precisam ter visitantes para continuar recebendo verba. Vi essa discussão rolar nos States porque lá tem bibliotecas sob risco de fechar porque não tem frequentadores.

Textbooks are helpful because they have a method. If you follow their method and do not skip steps, you will learn. Textbooks indeed have a "controlled" language, but if you're not fluent, it's a good idea to start within a controlled environment before trying more complex contexts.
