The real thing keeping ESA down are their conservative views (Ariane 6 development), their over dependency on other countries that tend to fall into fascism and disorder (Russia back then and now the US), and the lack of urgency of the member states

It slows stuff down but it also leads to more financial support from all of the members and leads to a more uniform distribution of technological skills across Europe, it works similar in the US

There is no gap. Even if Vast, Axiom etc. don't make it to space. The Chinese will still have their space station in orbit...
