E.g., if hemp plants have 1/10th the THC that cannabis plants have, you have to grow 10x the number of plants to supply the same amount of THC. This raises prices and prevents competition, thereby steering the difference in cost to already rich individuals.

Basically, by limiting THC to that derived from hemp with a low percentage of THC, the only people that can supply it in quantity are commercial producers, effectively locking out anyone who isn't already a well-established provider and limits new entrants.
