Pretty straightforwardly unconstitutional but if you're confident the Supreme Court will follow the Constitution in this case then you're a more optimistic person than I am. Don't quote laws to men with swords, as Pompey Magnus said a couple thousand years ago.

The Nazis were indeed bad. Dancing around the issue of whether a one-armed salute was or wasn't the Nazi version is missing the basic point that anything even mildly redolent of those absolute piece of shit bastards should be off limits.
