I can only say that based on my experience, being married to a Palestinian and knowing hundreds of them, the term is not used to specifically denote a 1 state paradigm.

Again - geographically, the West Bank is on the river and Gaza is on the sea. This slogan therefore comports with the 2 state proposal for an independent Palestinian state in WB and Gaza, under the same government. This is a non-issue that has been turned into a wedge issue by non-Palestinians.
