Taxes need to rise. Get it done early, get the money into the Treasury early, get the money out of the Treasury and working to improve services, infrastructure and standards of living early, get the feel-good factor out and growing ready for the next election. Shouldn't really be difficult.

There's no need or reason to have to do a calculation to adjust the value of the car to account for mileage tax paid, if the mileage has been formally captured at point of sale. I don't want to know or care what tax a previous owner has or hasn't paid (plus there could be data privacy issues).

There's also the matter of mileage used by traders, between them buying it and selling it on. Not unusual for traders to use stock cars for "personal use". So tracking that mileage and collecting payment could be interesting. Lots of things to be considered, things aren't always simple.

V5C has to be completed by buyer and seller anyway, so why not add the mileage to that? Might be more admin for DVSA, but simpler and more transparent for end users.

I think absolute cast iron evidence is in both parties interests. Private seller showing a piece of paper, I'm not sure that cuts it for me.
I'm sure there's all kinds of ppm schemes around the world, no reason we can't take some best practice from them.

You don't need to pay on change of owner, but you do need to record the mileage on change of owner. Similar to what you'd do when changing energy supplier. You'd take the meter readings to make sure you're charged correctly and not under/over charged. A V5C mod would cover it.

I think that (self reporting) is the proposal. Might get tricky if you sell the car and any discrepancy is only found when the new owner reports the mileage at MOT (or whatever) time. You'd have to report mileage on change of owner. More admin, more scope for error, etc.

Have brand new cars suddenly become more likely to be unroadworthy in the first 3 years? But only EV's and hybrids? Because if not then it's hard to justify additional MOT tests. Rather, it would simply be a "tax collection assessment". That you'd have to pay for. Try selling that idea.

No MOT in the first 3 years, so would that be tax free mileage? Or would a new/nearly new car owner also have to pay to have extra MOT tests purely for the purpose of tax collection?

This is great and will help protect everyone but especially the vulnerable elderly and their families. Yet nobody will care about it in May, nor at the next GE.
Gov't needs an overall story that it can weave initiatives like this into, otherwise they're just incoherent singular acts.

Individual dealers make this kind of offer all the time. The cashback is taken from the dealer's cut of the sale. Very much like a regular retail sale offer. Presumably Tice is ok with that because free market. But when it's a Motability deal, he gets the urge to punch down...?
