I thought that bicycles on a road have to follow the same rules as automobiles. For example, in the video shown, it would be illegal for a car to pass a slower vehicle when there is only one lane. If the cyclist was in a designated bike lane, that would be different. I think.

Heather’s mother, Susan, taught elementary school with me back in the ‘90s. Many teachers at our school had kids, and the kids would hang out before and after school. Heather was one of those “school rats”. She was a sweet kid who grew up to be a fabulous young adult before she was murdered.
