Consider the infrastructure difference between bikes & cars. How would the numbers look if cars shared the sidewalk with pedestrians? Or if bikes had their own exclusive roadways?

I think you're right about it being context dependent though. Features like gender are only mentioned when they can describe something perceived to be non-standard. For one reason or another, men are subconsciously considered the standard in far more contexts than women.

Identifying a problem is only the first of many steps required to solve that problem.

The CPC garners support by supposedly acknowledging the challenges Canadians face, but when it comes to taking action they're quicker to create more problems than to implement meaningful solutions.
