Users of RtL writing systems can simply parse 125 in the opposite order as "five and twenty and a hundred" just like we parse 16 as sixteen which is a contraction of "six and ten". I'm sure there are RtL exceptions somewhere, language is diverse, but most significant to the left is almost universal

Thousandths are smaller than hundredths so I would expect them to go to the right for that reason just as months are smaller than years.

Modern Arabic and Hebrew (both RtL writing systems) use the same numerical place order as Europe and the Americas: most significant digit on the left.

I will take a gamble because you might know this, but I learned recently that Dr. Peter Shor of "Shor's Algorithm" fame is a significant StackExcange contributor. His reputation score in English Language & Usage far exceeds his reputation score for Theoretical Computer Science.
