What is this “fundamental reform”?

And given that Labour’s manifesto was completely silent on how it intended to approach the crisis in the courts, what mandate does it have to fundamentally change the way we do criminal justice?
NEW Justice Minister Sarah Sackman tells MPs:
"We have to look at fundamental reform" to clear backlog of court cases.

She says simply increasing judges, sitting days & magistrates' powers isn't enough

Highly significant remark - given calls by Lord Thomas & others to scrap some jury trials..
