The review mechanism in legal academia is for other scholars to publish countervailing arguments. Absent any universally understood "true" nature of most concepts in the law, this mechanism makes sense. It also fits the culture of the law better than something akin to peer review.

Can't believe this is still going on. I think it was happening when I moved to Boston many years ago? I have since changed careers and had a child, who now speaks in sentences.

Even if you look at a good ol' cost-benefit analysis... what was the cost of the MVTA's fare implementation at the end of the day? What about the ongoing costs of fare collection (including slowing service)? How do they compare against fares collected? Agree, more nuanced than "more trains good."
