I'm actually a bit surprised at the lawsuit since the agreement, as far as I know, is a MOU. Perhaps a reminder that the title of an int'l agreement says nothing about its legally binding nature?

Ah - the MoU was replaced by a treaty. But I for one thought it was one weird MoU
