It was funded properly by a 'unit' of the FEMA agency used to support immigration. All activities for the use of funds were properly documented and under contracts approved by Congress. Musk didn't use any of the established processes for review of potential error.

That's how Musk works all the time when he gets power..cut everything then see what you absolutely cannot function without, as he did at Twitter. His history is clear, and Trump is following him..
