The thing is, reforming doesn't fix the fundamental issue which is the rating system doesn't actually work for the amount of things govt has given councils to do. There was a whole future for local government review about it, which made recommendations. The government dismissed all of it.

Oh and rates capping is coming too, and the new water charges which are going to be huge, and now there's an entire work schedule proposed like this - the pace of reform in local government is exhausting and it's meaning bad things will happen because everyone's burning out.

It will be fascinating to see how this is all paid for. It's going to be a good time for consultants, because the modelling of regional merging of services and functions of Councils and of Councils themselves within a two year time frame is massive. And no, rates probably won't go down. Sorry.

Oh, and yeah this is a direct attack on ECAN etc who had local bills establishing Māori representation that the Government couldn't constitutionally undo. By abolishing ECAN, they undo the Māori representation because it doesn't exist any more. Nasty.

The Local Water Done Well reforms were the Government getting Councils to take the heat for their water reforms, these Local Government Done Well proposals are the same for everything else Local Government does that central Government doesn't want to do.
