The lever the government *could* pull is to limit public sector WfH (with exceptions) but have HMG co-working micro offices in local high streets (using converted shops) and make that the norm rather than RTO to city centres with long commutes.

This research literally exists. There are three NatLot games: EuroMillions, Lotto and Set For Life. EuroMillions the jackpot grows as more people play (has reached >£200m). Set For Life the jackpot remains static at £3m but more chance for multiple people to win it. Guess which is more popular?

If the whole premise of your bestselling book/film is that you overcame adversity caused by bad luck when it was actually the result of you committing fraud, then that's more than a factual inaccuracy. It's profiting from crime.
