Like NJ Gov. Murphy issued an executive order on May 22 2020 that restricted a outdoor events to 25 people and imposed a whole bunch of other restrictions, then two weeks later marched in a protest that violated that order.
It's not unreasonable for someone to go "WTF, MATE?"

I can’t explain it, but I’m getting strong ‘House of Quark’ vibes from this story.
It's like seeing a person at a conference with a bunch of shit on their ID badge: you know they're going to probably be simultaneously dealing with some combination of humblebragging self-importance, an unquestioned sense of entitlement, and a corporate mandatory fun attitude.
