It's really stark when viewed on a map. Most of south Manchester is 20mph (light blue), but Wythenshawe mostly isn't. And the neighbouring council areas are also clearly visible without needing to know where the borders are.

Which is why I was quick to stress pedelec. If someone has modded their bike, then IMO it should be treated and reported as a motorbike. Because in the eyes of the law and in terms of behaviour, that' what it is.
