Not a gannet. They have a more robust bill and skull to help manage the forces generated by those dives

It's not from a Marsupial - notice how the angular process at the very back lower part of the jaw points straight back in the mystery mandible? In Marsupials it's inflected inward, which you can just about make out in the Macropod jaw.
