Maybe, the point is they would be regulated. Right now there is not much in the way of compliance for landlords. We have rental standards but who is making sure rentals meet the standard?

More than one investment property you should have to be a licensed business. Health department should audit the properties for compliance annually. Big fines and deregistration if not compliant.
