It already is, and maybe already in the top 20 of Bristol's suburbs. Top 19 on a good day.
It is my long time view that Bath is essentially a suburb of Bristol anyway. Bath can only survive as a middle class paradise by importing working class people from Bristol in the day and sending them back at night.
