Would those need to cut into the total pool? Like you only have 5 allied decks or 5 enemy decks remaining for the other sets for example.

Maybe I would give a pass to sets of 5 color balanced factions, like Tarkir and Strixhaven, those can do the obvious thing and have their full cycle.

Let's say each deck is one unique color combination, hence the total of 10. Design groups of each of those sets will have to come to fight the auction to get the color pair they want, and someone will have to take care of the weird pairs.
