if people can leave school and start work at 16, then no mandatory requirements on subject studies should be imposed beyond that, because then an inequality of choice is introduced between those who work and those who study. if you want more maths skills, make the GCSE/N5 curriculum deeper

maths isn't optional though, it's mandatory until people are 16 and that's sufficient for people who don't want to go on further with it
