Sunshine got rushed out the door because Nintendo wanted a GameCube killer app in 2002, so a lot of content was cut.
They wanted 120 shines because Mario 64 had 120 stars, but didn't have the time to actually design 120 interesting challenges, so they padded the totals with blue coins.
