I doubt people being polled in 1998 would have concerned themselves with a tiny outbreak somewhere of a new disease with an R₀ of 0.0001 (in humans) and an IFR of 100%. But a scenario with millions dead, where most people know a victim, would have almost certainly qualified in their minds.
