Specifically they oppose it because they claim it “gut” LA’s TOC program, which has resulted in thousands of new units of housing along transit corridors, both market-rate and income-restricted Affordable units. Perhaps this would be cause to amend the TOC program rather than oppose SB79, but no 🙃

Not necessarily. A property owner near enough to a transit stop could still build a parking lot (or any other low-density type of development) if they *wanted to* - they just don’t HAVE to have parking on-site in order to build. Doesn’t mean those sites are upzoned to allow denser development.
