Under Trump, flag protocol is so weird. I was driving around the other day and noticed flags were at half-staff, and I was wondering; "is this Pinochet's birthday? Or Pol-Pots?" Turns out, they actually lowered for Cheney. 😅 . . . I suppose that's probably going to be reversed.
