that is far too OP/bad for counterplay I feel, even the current armor can be pretty insane at times

(imo): bc they clearly want to also make short range more consistent and long range harder. Splatoon doesn't have that many ways to adjust its weapons, so adding this as an extra value they can tweak seems like a good way to adjust weapons more and provides more distinction between the forms.

I still don't think this on its own is going to revive over nerfed main weapons esp stamper/squeezer with their weaker specials + high cost. But I feel its a fair start, paired with more good buffs that could help. Hopefully we can see something like that down the line.
