This report sets out how the HealthTech industry can work collaboratively across the system to reduce avoidable harm and strengthen safety for patients and healthcare workers.

In 2025, we reviewed and revised RTR, expanding on its central ideas to support regulators in responding to the challenges and opportunities faced today, which are quite different to those faced when the last edition was published in 2015.

RTR is a principles-based framework which helps decide how best to protect the public by looking at the level of risk of harm and choosing the most effective and proportionate response, whether through regulation or other actions.

We also continued our commitment to assess our own success in embedding EDI at the PSA, showing our commitment to transparency, accountability, and continuous improvement. We are pleased to be able to say that overall, we consider that we have met the Standard for 2024/2025.
