Step 1: Define "women." Make sure it has to do with reproductive characteristics.
Step 2: Remove governmental protections for employment and reproductive autonomy.
Step 3: Redefine the rights, responsibilities, and obligations of women so they serve the patriarchy.
There are no other steps.

Has anyone else considered that the strategy might be to deport the people who want to live in the US, then offer them citizenship in exchange for military service, use them to reaquire the Panama Canal, and then deny them citizenship? Few US casualties = greater favorability. Just a thought.
