Guess ultimately we are talking about a writing system that was brush based with a variety of calligraphy styles. Translating the brush to typeface (digital or other) needs to keep that in mind. To add to the aesthetic nuances, many typefaces arouse from carved imitation of the brush and vice versa

The Japanese have retained the older 12/13 brush stroke version from Trad. CN, LiSong Pro, also retains the 12 stroke version. It's only modern simplified Chinese inspired fonts that seem to have the 11 brush-stroke version, there should be two unicode id to distinguish them, but we only have 904e

eg below would seem to suggest that fonts/typefaces designed primarily for display of simplified Chinese use the 11 stroke version, but ones designed for trad. CN use the 12 stroke
but the problem is really down to the fact that there is only one unicode id 904e

I do think it comes down to font sets that a platform uses, when I copy paste the 12 stroke into Wenlin it becomes 11 stroke because of the fonts embedded in Wenlin, Pleco does the same, the Unicode has only one code for the two versions, and will display whatever font the platform happens to use

An eg of a variant in situ that has just popped up, it is from a Ming woodblock edition of the Changes (in 5 vols. from our QPArchive), it has the enter 入 variant, & uses the 4 stroke 辶, thus 13 strokes in all.

This can be confusing when looking up hanzi by total stroke count, as pending the font used by the dictionary the radical 辶can count as either 3 or 4 strokes…

Here we are talking about "steps" or "footprints" left by the heel if you like. When written with a "knife" in seal carving, the 2 steps are always present, pending calligraphy style with the brush, there can be either 2 in clerical & standard, 1 in semi-cursive, or none in grass/cursive. E.g. 道dào

Dotting your i's, and crossing your t's: In Chinese ⁉️

so here is a funny one, Rad. 162 辵 chuò, walking, is abbreviated to 辶 , but often loses one of the steps.
Fonts vary, some give it 2 steps some 1, thus the mdbg dic. you get the display font showing 2 steps, but the stroke order only shows 1 ‼️

To keep it short we could pretend that the 12 stroke font version is either JP/TW inspired or designed because they retain the original strokes, but CN inspired or designed fonts use 11 stroke abbreviated/evolved version
But Unicode has only assigned: 904e

Last but not least…
My calligraphy dic. definitely gives the hanzi as 12 strokes total, not 11, with a right leaning crochet, also the seal character is adamant about it…

the 漢語大字典 (p. 2219 of the single vol. miniaturized edition) however does list the right lean version as a variant (but without the lower 口 [there is also 𨒵 it would seem (in Wenlin with hanzi set to max)] ‼️ along with 𨓺 and the "simplified form".
