Your base assumptions are false. Neither Jefferies or Schumer are party leaders in any recognizable sense. They are legislative caucus leaders. In our system, there is not really any party leader aside from POTUS or a POTUS nominee and that is not as firm as one would think.

Outside the office of POTUS, the US political system is SO much more decentralized than people realize. We don't even really have parties in a form that most of the world would recognize. If you don't hold the office of POTUS(or at least a set nominee) there is no such thing as a party leader.

One thing we have to address is the Dem caucus in the Senate WANT Schumer as a backlash to how much of a hard ass Ried was in running the caucus. Every Senator is a special boy or girl and hated being whipped by Reid, so they chose Schumer who won't do that.

Again, who decides who is on this "shadow cabinet" BETWEEN the House and Senate committees? Who decides WHAT the actual policy and messaging positions will be and HOW do you enforce that? There are just a lot of legal and logistical issues that stand in the way.

That's my point, we have a party system that is almost singularly unable to generate a coherent opposition movement. The various party committees are geared mostly toward fundraising (because legally that is about all they are allowed to do). It's all very decentralized.

It was a dumb suggestion because with the current legal setup of our parties, it's nearly impossible. WHO would pick this "shadow cabinet?" No one has the overall authority to do this. The US has very weak party structures. Unlike most parliamentary systems where parties are much stronger.

Even if they wanted to, they all are locked into broadcast contracts. Those contracts are worth hundreds of millions. Trump does not have all the authority he claims. And come next year, a Dem Congress will be ready to come in and a lot of his "friends" will suddenly be "Who Dat"
