Not really, but you can use the level select cheat code to warp to those levels, or use the runtime modifications in RCP to change the level while the game is running.

I discovered this by accident as I was adding GameCube support in the Rayman Control Panel. I found a function in the game's code which sets all minigames to being unlocked based on a value which increases based on certain conditions. Thanks to @rib.gay for helping find the correct button sequence!
