You don't need to be employed to access those services.

Welfare includes pensions and disability payments.

Since pensions are taxable, and must be considered in self assessment.. I'm assuming "people in work" would cover "income that is taxable"?

you're saying a lack of trust in the government has developed because people needed to adapt slightly?

And many people were paid to stay at home, I know not all.

But what you describe isn't only applicable to "families".
