Yeah, could be anything from no current (grounding bonds), low voltage (think telecom and old 40v telephone wire), to what electricians call "low voltage" (a few hundred volts, closer to home outlet electrical, you don't want to touch it but you can cut a live wire if you know what you're doing)

(To be more specific on the later: control and signal has a lot of low-voltage wiring and even the stuff that is at higher voltages is still not likely to be that dangerous to cut - less so than some of what you'd find on a utility pole. Only real big certain-zappy is catenary way up above tracks.)

1) Copper most accessible at ground level would be track bonding cables and signal/control wiring. The former doesn't carry any current when there's no train present and the later depends on what type of wiring it is.
