Land Value Tax sorts this if a high rate is set for all land which can generate an income and a lower/affordable rate for primary homes. You can't tax inputed rent. That's what Schedule A income tax did. It had to be axed because it was unaffordable.

You shouldn't be able to buy it.

Just like you shouldn't be able to buy Water or Energy companies or make a profit from Healthcare.

Every time there's been a stamp duty holiday house prices have risen and when they ended prices went down.
