And this is not "he doesn't legally have the power so the law will stop him," of course he doesn't care about law. To say he doesn't have the power to do those things is a more literal point: he actually doesn't have enough consolidated power to get people to do that for him and have it stick.

The more extreme things like effectively kidnapping members of Congress en masse, or "cancelling the elections," or issuing a diktat that he's dissolving Congress... these are the kinds of things where maybe he posts a dumb rant on Truth, but he doesn't have the literal power to do them.
