From what I see as a non-US, prolly your best shot is supporting librarians and the library system. They are the front lines of getting people of every age interested in comics

I think what makes it different than the countries I listed as examples is how US is how dense and huge - which can be an asset, but there’s the disparity in the cultural/political view of whether the arts in general are worth supporting
