I believe he was made a fellow under a particular scheme that focused on contributions to engineering and industry. But as Stephen says in the post, they're misrepresenting their own policy about conduct.

That I would have to check! Sumner was looking at them today and pointed that one out to me. She was wondering if it had been reused, but it looks like the same engraving and, as you say, couldn't be rotated. She may have other thoughts (and will have noted the reverse).
