I feel like the costume budget for the earlier movies was higher than the effects budget.

There is a high bar to clear here, given the incredibly chaotic/bananapants costumes of Star Trek TMP, which I rewatched last night. I give you Bearded Disco Medallion Bones (which may not even be the most The Most costume in that film??!!)
