Arbitrary/targeted enforcement is as much a problem as lax enforcement. Not to mention safety justifications (esp. on rural highways) that don't hold water. This is of course not unique to traffic law *cough DRUG WAR cough*. We have a lot of bad/silly laws and that harms general respect for the law.

Sure, except those confiscatory top rates were so loophole-ridden that the *effective* rate paid was basically the same as after the 1986 tax reform.
