All true and no disagreement from me but if people are protesting in close proximity to an out of control de facto secret police they are already putting themselves at risk. I mean a bullet proof vest won't stop a bullet through your head.

Yes, I get that and I'm not suggesting that tear gas rounds at close range would be stopped as they have ended up inside people's heads. I'm talking about other stuff where the may provide a benefit and the specs I quote are stopping a 25mm 66 gram steel ball at 120m/s for the EN166 B
